Yes, and it is usually the sensible time to do it. The fascia is exposed during a re-roof, drip edge and gutter apron go on in the right order, and you only pay for access once.
Five-inch is standard on most Lower Mainland homes. Six-inch is worth it on large roof areas, steep pitches that dump water fast, and homes under heavy tree cover, because it moves noticeably more water and clogs less readily.
